(a) The purpose of this subchapter is to establish a system of primary health care services for eligible individuals as prescribed by Health and Safety Code, Chapter 31. The rules in this subchapter do not apply to any subsequent subchapter. (b) The Department of State Health Services seeks to fund local projects that utilize early intervention and prevention of health problems with emphasis on primary and preventive services to women. Access to appropriate levels of health care can reduce health expenditures, mortality, morbidity, and improve individual productivity, health status, and economic growth.
