(a) A licensee may not commit fraud in the charging or billing of goods or services. (b) A licensee may not charge or bill a patient or a third party for goods or services that are clearly excessive. (c) A licensee may not submit a claim for goods or services that are not sold or rendered. (d) A licensee who violates this section is subject to disciplinary action.
