SECTION 4.2. Military Value/Redevelopment Value Review and Pre-Application Assessment for Funds

(a) The Defense Community shall submit the following information, as applicable, to the Director of the Commission: (1) with respect to a Defense Community applying for a loan under §436.153 of the Government Code, a Military Value Enhancement Statement; (2) with respect to a Defense Community applying for a loan under §436.1531 or §436.1532 of the Government Code, an Economic Redevelopment Value Statement; and (3) with respect to any Defense Community applying for a TMVRLF loan, a pre-application assessment. (b) The Commission shall review the Military Value Enhancement Statement or Economic Redevelopment Value Statement, as applicable, and perform: (1) an analysis of the project feasibility; and (2) an analysis of alternative funding for each project listed. (c) The Commission shall review the applicant's pre-application assessment. (d) The Commission shall take into consideration the Military or Defense Value or Redevelopment Value, as applicable, and, by a majority vote, make its recommendation to approve or disapprove the Military Value Enhancement Statement or Economic Redevelopment Value Statement, as applicable.
