(a) Effective April 18, 2020, unless an exception is approved by the agency head or an exemption has been made for specific technologies pursuant to 1 Texas Administrative Code §213.17, all video and multimedia EIR developed, procured, or changed by a state agency shall comply with the standards described in this subchapter. Each state agency shall comply with the applicable standards referenced in Section 508 Appendix C. (b) Based on a request for accommodation of a webcast of a live/real time open meeting (Open Meetings Act, Texas Government Code, Chapter 551) or training and informational video productions which support the agency's mission, each state agency that receives such request shall consider captioning and alternative forms of accommodation for videos posted on state websites.
