SECTION 303.1. Purpose

(a) The Texas Racing Commission is charged with implementing, administering, and enforcing the Act. It is the intent of the commission that the rules of the commission be interpreted in the best interests of the public and the state. (b) Through these rules, the commission intends to provide for the strict regulation of horse racing and greyhound racing and the control of pari-mutuel wagering in connection with that racing.
