SECTION 24.4. Administrator Requirements

(a) Eligible Administrators. The following organizations or entities are eligible to become Administrators of the Texas Bootstrap Loan Program:
(1) Colonia Self Help Centers established under Tex. Gov't Code, Chapter 2306, Subchapter Z; or
(2) Nonprofit Organizations certified by the Department pursuant to Tex. Gov't Code, §2306.755.
(b) Eligibility requirements. The Administrator must enter into a Loan Origination Agreement with the Department in order to be eligible to submit an Activity through the Reservation System. The Administrator must have the capacity to administer and manage resources as evidenced by previous experience of managing state or federal programs.
