The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise:
(1) Applicant--A person requesting a sign under the Memorial Sign Program for Victims of Impaired Driving or the Memorial Sign Program for Victims of Motorcycle Crashes in accordance with this subchapter. (2) Department--The Texas Department of Transportation. (3) Impaired--Under the influence of alcohol or a controlled substance while operating a vehicle. (4) State highway system--The system of highways in the state included in a comprehensive plan approved by the Texas Transportation Commission, in accordance with Transportation Code, §201.103.
