A committee member who has, or potentially has, any direct financial interest in the outcome of a proposed recommendation that is to be voted on by the committee must:
(1) disclose the interest prior to the vote on the proposed recommendation; (2) recuse himself from any leadership role (presiding officer, chair, or co-chair) on the committee during the vote; and (3) refrain from voting on the recommendation.
