Pursuant to Texas Government Code, §2161.003, the Department adopts the comptroller's rules related to administering Texas Government Code, Chapter 2161, Subchapters B and C regarding Historically Underutilized Businesses, found at Texas Administrative Code, Title 34, Part 1, Chapter 20, Subchapter D, Division 1.
