The underlying purposes and policies of these rules are to:
(1) provide confidence in the procedures followed in public procurement to the public, the legislature, state agencies and vendors; (2) provide for consistent and uniform management of procurement processes and contracts, irrespective of the procurement method used; (3) obtain in a cost-effective and responsive manner the goods and services required by state agencies in order for those agencies to better serve Texas residents and businesses; (4) provide safeguards for the maintenance of a procurement system of quality and integrity; (5) provide increased economy in Texas procurement activities and to maximize to the fullest extent practicable the purchasing value of public funds of the Texas; (6) simplify, clarify, and modernize the law governing procurement by this state; and (7) permit the continued development of procurement policies and practices.
