(a) It is the responsibility of each state agency to coordinate with the Department of Information Resources (DIR) to secure Internet service and computer hardware and software necessary for each registered agent to have daily access to the ESBD. (b) To accommodate businesses seeking to become potential bidders or respondents that do not have the technical means to access the ESBD, governmental and non-governmental entities such as public libraries, chambers of commerce, trade associations, small business development centers, economic development departments of local governments, and state agencies may provide public access to the ESBD.
