SECTION 19.16. Long Range Utility Services Plan

(a) Requirement. A state agency or institution of higher education that purchases utilities shall prepare a long range plan for the delivery of reliable, cost-effective utility services for the agency or institution. (b) Guidelines. SECO shall post guidelines for the Long Range Utility Services Plan on its website. (c) Frequency. The agency or institution shall update the Long Range Utility Services Plan at least every five years to support five-year construction and major renovation planning. (d) Posting/Submission. The plan shall be: (1) posted on a publicly available website; and (2) submitted to SECO upon request.
