(a) The board may award a grant under the Colonia Self-Help Program directly to an eligible nonprofit organization or political subdivision to reimburse the organization for expenses incurred in a self-help project. (b) If the board determines that the political subdivision, or a retail public utility, if the political subdivision will not be the service provider, has made a commitment to the self-help project sufficient to ensure that retail water or wastewater service will be extended to the colonia, the board may make an advance of grant funds to the nonprofit organization or political subdivision. (c) An advance under this section is subject to the terms determined by the board and may not exceed 10 percent of the total amount of the grant.
