It is the purpose of these sections, in the event a public hearing is set by the commissioner of insurance to consider disciplinary action in respect of an insurance agent and notice of such hearing is deposited in the United States mail, to cause such hearing to be held, evidence to be presented, and an order to be entered by the commissioner of insurance. It is also a purpose of these sections to prevent the defeat of any provision of the Insurance Code relating to disciplinary action including proceedings contemplated pursuant thereto.
