SECTION 144.2. Ex Parte Communications

(a) On any substantive matter regarding facts, issues, law, or rules, an arbitrator may not communicate with any party outside the arbitration unless the communication is: (1) in writing; and (2) a copy is delivered to all parties to the arbitration. (b) Notwithstanding subsection (a) of this section, any party may communicate with the arbitrator concerning any procedural matter.
