SECTION 33.3. Outreach, Informing, and Support Services

(a) The department, in collaboration with HHSC or its designee, informs clients and their families about THSteps benefits and services no later than 60 days after the Medicaid certification date and on a periodic basis thereafter using a combination of methods including written, oral, and in-person contact. Methods for informing include, but are not limited to, one or more of the following options: written or printed correspondence, telephone contact, or an in-person interaction with a THSteps outreach worker, which may include contractors designated and authorized to perform this function. THSteps uses procedures and methods suitable for effectively informing clients and their families who are illiterate, visually impaired, hard of hearing, or who cannot understand the English language. (b) Clients and families who become eligible for Medicaid after a period of ineligibility also are informed about THSteps benefits and services upon recertification and on a periodic basis thereafter.
