(a) This chapter implements the applicable provisions of Health and Safety Code, Chapter 781, concerning the regulation and licensing of personal emergency response system (PERS) providers. (b) These sections cover definitions; fees; petition for rulemaking; application requirements and procedures; requirement for insurance; application processing; categories of licensure and registration; renewal of license or registration; responsibilities and procedures for changes of name or address; standards of conduct for PERS providers; consumer information concerning the department's regulatory functions and procedures for filing complaints; complaint investigations; grounds for disciplinary action; informal disposition; formal hearings; guidelines for issuing licenses and registrations to persons with criminal convictions; and immediate suspension for failure to maintain insurance coverage.
