Licensees shall constitute a professional discipline committed to establishing and maintaining the highest level of professional standards related to the assessment and treatment of adult sex offenders and juveniles with sexual behavior problems. In order to maintain the highest ethical standard of service and consumer protection, licensees shall be committed to the following principles designed to ensure the maximum level of public confidence.
