SECTION 91.4. Acceptance or Refusal of a Document

When we receive a document submission form in the Texas Register office, we stamp it with the date, time of receipt, and a Texas Register docket (TRD) number. We also write on the form the date of the issue in which the document will be published if it meets our requirements. We then fax an "acknowledgment of receipt" copy of the form back to the agency liaison.
(1) If we find that the document and submission form conform to statutory filing requirements and the rules of this chapter, we accept it for filing and publication in the Texas Register. The date of receipt becomes the date of filing. (2) If we find that the document or submission form does not conform to statutory filing requirements or the rules of this chapter, we may refuse to accept it for filing and publication. If we refuse the document, we will notify the agency liaison in writing and explain why it was refused. Source Note: The provisions of this §91.4 adopted to be effective March 23, 2003, 28 TexReg 2303
