SECTION 6.95. Selection for Funding

(a) The selection process includes an application review and staff recommendation for funding. Board staff shall review applications to determine if they adhere to the grant program requirements and the funding priorities contained in the Request for Application. An application must meet the requirements of the Request for Application and be submitted with proper authorization before or on the day specified by the Board to qualify for further consideration. Board staff shall notify applicants eliminated through the screening process within 30 days of the submission deadline. Applications for the Emergency and Trauma Care Education Partnership Program shall be reviewed for their viability and overall value to the state. Each application shall: (1) Provide a detailed explanation of the eligible partnership, including a description of the role and commitment of the Hospital(s) and graduate nursing program or graduate medical education fellowship program; (2) Document how the partnership will serve to increase training opportunities in emergency and trauma care for registered nurses or physician fellows at participating partnerships; (3) Describe the collaborative model of partner participation, including a detailed budget that demonstrates how additional funding would provide for training of students, with documented roles and responsibilities of the partners; (4) Identify the program director responsible to the partnership for centralized decision making related to the partnership; (5) Include a provision to maintain existing clinical training agreements relating to graduate nursing and graduate medical education programs not participating in the partnership and to provide for a specified number of additional registered nurses and/or physician fellows to participate in clinical training; (6) Include a provision for tracking employment of partnership participants during and after completion of participation; (7) Describe availability of funds and/or in-kind contributions made available by the partnership to match a portion of the grant funds; (8) Describe potential partnership program replication; and (9) Describe sustainability of the partnership beyond the grant period. (b) The Board staff shall evaluate all responsive applications submitted by the established deadlines and make a recommendation of selected partnerships to be funded to the Commissioner.
