The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise:
(1) Board--The Texas Higher Education Coordinating Board. (2) Commissioner of Higher Education or Commissioner--The Commissioner of Higher Education; as used in this subchapter, "Commissioner" means the agency acting through its executive, and his or her designees, staff, or agents. (3) Strategic Plan--A document to be prepared by the institution which provides a detailed, long-term plan to show how the institution will achieve or enhance its recognition as a research university. The form, length, manner, standards, and minimum required content for the report will be prescribed by the Board. (4) Research University--A public institution of higher education designated as a research university under the Board's accountability system. (5) Emerging Research Universities--A public institution of higher education designated as an emerging research university under the Board's accountability system. (6) Governing board--The Board of Regents of a research or emerging research university.
