(a) Authority. Authority for this subchapter is provided in the Texas Education Code, Chapter 56, Subchapter C and D. These rules establish procedures to administer the subchapter as prescribed in the Texas Education Code, §§56.031 - 56.055. (b) The purpose of the Texas Public Educational Grant and Emergency Tuition, Fees, and Textbook Loan Programs are to provide need-based grants and emergency loans assistance to students attending public institutions of higher education in Texas.
