SECTION 4.201. Purpose

(a) This subchapter establishes, for the purpose of protecting public health, public safety, and the environment within the scope of the Commission's statutory authority, the minimum permitting and operating standards and requirements for commercial recycling of oil and gas wastes under the jurisdiction of the Commission. (b) No person conducting activities subject to this subchapter may cause or allow pollution of surface or subsurface water in the state. (c) The provisions of this subchapter do not supersede other Commission regulations relating to oil field fluids or oil and gas waste.
