SECTION 3.63. Carbon Black Plant Permits Required

(a) Each operator of a carbon black plant shall make application for a permit to operate the plant, using the appropriate form. (b) No person shall operate a plant for the burning of natural gas in the manufacture of carbon black without a permit authorizing the operation of the plant. (c) Each 12 months the commission, on application, may grant a permit to each of the operators of carbon black plants for a period of 12 months.
