SECTION 313.25. Steward's List

(a) The stewards shall maintain a steward's list of the horses that are ineligible to start in a race because of: (1) poor or inconsistent performance; or (2) behavior on the racetrack that endangers the health or safety of other participants in racing. (b) To be removed from the steward's list a horse must, during a workout or schooling race, perform in a manner satisfactory to show the stewards that the horse: (1) will no longer pose a threat to other participants; and (2) will be competitive in a race in which it participates.
